Accredited Examination Centres (AEC) in IVET and CVET

To raise the quality of VET programmes offered by IVET schools and by adult education and training providers the new Act LXXX/2019 on VET provides that they have to operate an Accredited Examination Centre (Akkreditált Vizsgaközpont). The National Accreditation Office (Nemzeti Akkreditációs Hivatal) is entitled to certify an AEC, based on the standards defined by the Hungarian Standards Institution (Magyar Szabványügyi Testület).

An important innovation of the new Act LXXX/2019 on VET is that instead of IVET institutions and CVET providers, students have to take VET related final exams, thus the final professional examination to acquire a professional qualification and the final qualification examination to achieve a vocational qualification, in accredited examination centres. According to the new VET Act the definition of vocational qualification is that a student acquiring such a qualification possesses the competences needed to perform that occupation. Learners can acquire a vocational qualification in the framework of adult training programmes. Only the legislative background and the training route differentiates it from the professional qualification which can be acquired in the framework of formal school system, in  IVET and adult education. Only VET schools can organize professional exams (which is the final examination in case of the 174 basic vocational occupations). A school can teach within the framework of vocational training vocational qualifications too, but in this case it can organise the related final qualification exam only if it is certified for the full range of the related educational field as an Accredited Examination Centre. In case of Accredited Examination Centres the smallest unit that can be certified is the educational field listed in the Standard Classification System of Education Fields (Képzési Területek Egységes Osztályozási Rendszere-KEOR), operated by the Hungarian Statistical Office (Központi Statisztikai Hivatal). Schools will be able to provide adult training programmes from 1 September 2020.

Every institution who satisfies the requirements of the conformity assessment of bodies operating certification of persons based on the related harmonized international standards (MSZ EN ISO/IEC 17024) standard is allowed to become an accredited examination centre. According to the transition of the new regulation, IVET schools must be considered as accredited examination centres until 31 December 2025, hence the IVET schools are authorized to organise professional exams without any accreditation until the deadline expires. However, during the transition period of the new regulation, IVET schools are not allowed to organize final qualification exams  in the framework of vocational training without previous accreditation. The final professional exams must be taken in front of a three-member examination committee of the accredited examination centre. The accredited examination centre must ensure that the examination committee is impartial and independent. The professional examination consists of an interactive test and a project based task assessing learning outcomes. The content of the examination is defined by the Minister for Vocational Education and Training. No further modifications have been made by the new VET Act regarding the current reglementations of the professional examination.

If a professional or qualification exam cannot be organised by an Accredited Examination Centre, the IKK Innovative Training Support Center Plc as a new state administration VET body is appointed to organise them.
